TALLAHASSEE, Florida -- St. Petersburg Mayor Bill Foster was in Tallahassee Tuesday pleading with members of the Florida Cabinet to force a delay in rate increases for federal flood insurance.

Starting Oct. 1, some homeowners could pay quadruple their current rate.

Foster told Cabinet members the rate hikes would have a devastating impact in St. Petersburg and Pinellas County.
